I haven't been able to scale a drawing say, feet/inch so that i can fit a large object on standard drawing size. I've tried the sheet set up etc. but don't see the scaling change

I guess you are working in the 2D Model Environment.
The easiest way is to go back to a working sheet of the size you need.
Place a 2D Model view at the scale you need to fit the geometry on this
working sheet.

I'm also having scaling problems. You should be able to scale any size object to any size sheet of paper. I was able to do this at work before I retired. Thanks

If you need to consider scaling for printing purposes,
draw your geometry in 2D Model at 1:1 scale.
Then place 2D Model Views of your geometry on a working sheet (Sheet1).
You can place the 2D Model view at whatever scale is needed to fit it on the
sheet.
When you dimension to the geometry on the working sheet, the dimensions will
be correct relative to the scale.

I can't seem to understand what is going on here. I drew my 2D part at 1:1
scale in sheet 1. I need to print it 8:1 on an 11x8.5 (A Wide) sheet.

Solid Edge 2D Drafting is set up so that you do not draw scaled geometry.
You always draw your model at 1:1 scale.
If you are going to scale your geometry, draw the geometry in 2D Model.
You still draw the geometry at 1:1 scale.
Then you place 2D Model views of your geometry on the working sheet.
2D Model views are scaled windows into your 2D Model.
The working sheet is what you will create the drawing from.
The geometry is still always drawn at 1:1 scale.
This way when you create your model, you do not have to worry with the math
of scaling geometry along the way.
Your model is always actual size, 1:1 scale.
You can even create Detail views from the 2D Model views.
These Detail views allow you to blow up areas of 2D Model views on the same
drawing.
You have drawing views of different scales on the same drawing.
Why would you design a car at the size of a 8"x11" piece of paper just
because that is the printer you use?
Design the car at full size. Worry with scaling when you get ready to create
a drawing.

I'm new to Solid Edge 2D, but not to parametric 2D drafting. The scaling feature is the only thing I am really having trouble with. In the Intergraph product I use, the background sheet has a scale and you draw full size, but the sheet scales it according to the sheet size setup properties. I am having a hard time understanding how the Solid Edge Sheet Scale set up works in that regard. When I select a Sheet Scale from Sheet Setup what does that do? It does not scale the background sheet when I am drawing a line for example. If I am to draw full size, then why have a background sheet at all if it is not to scale for that sheet?

I'm sure I'm missing a basic concept here, but in reading the posts so far I can't seem to make the needed mental breakthrough on how to to it and the "help" feature really doesn't explain it so I get it.

Can someone affer a step by step example? Say drawing a line that is 240 inches long and how to put it on an "A" size sheet?

The most simple way to create scaled drawings is to use 2D Model to draw
You always draw geometry at 1:1 scale.
Then place 2D Model views on your working sheet at the desired scale.
Click on the View tab at the top.
Click on '2D Model' in the Sheet Views command list.
Then click on the 2D Model tab at the bottom.
You will see an endless drawing space.
This is where you draw your model at 1:1 scale.
Make sure that Maintain Relationships and Relationship Handles are on.
Draw a rectangle. Don't draw anything large to start with. This is so you
get an idea of the workflow.
Place dimensions for the length and width.
Change the dimensions to drive the rectangle to a specific size. Try 5"x10".
Now you want to create a scaled drawing.
Click on Sheet1 at the bottom.
Click on the Tables tab.
Click on 2D Model.
You will see your geometry in the 2D Model drawing space.
You will also see cross hairs all the way accross the display.
You are going to click two points to fence the geometry.
You will see a red rectangle following the cursor after the first click.
You will see a rectangle attached to the cursor.
This rectangle is the range of the geometry you fenced in 2D Model.
Click to place the view. You may need to fit the window after placement.
You have placed a 2D Model view on the working sheet.
This is not a copy of the geometry. It is a window into your model.
If you click on the geometry, you will get a ribbon bar that allows you to
change the scale.
Change the scale of the view. You will notice that you can scale it up or
down.
The model has not changed.
you can place as many 2D Model views as you need. There is still only one
model.

There is no rectangle attached to the curser at this step so I can't transfer the 2dmodel view to the working sheet.

Most likely you are zoomed in such that the rectangle is out of the viewable
area.
The cursor is in the center of the rectangle.
