I got similar issue sometimes:
No registry entries found for SE under:
HKEY_CURRENT_USER\Software\Unigraphics Solutions\Solid Edge
HKEY_LOCAL_MACHINE\SOFTWARE\Unigraphics Solutions\Solid Edge
But exits for 32bit partition of SE:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Unigraphics Solutions\Solid Edge\Version 108
And also all DLL were on:
C:\Program Files\Solid Edge ST8
So what I did:
To be sure that MSI is also “cleanup”
...\Solid_Edge\V108\Solid Edge\SptTools\MSI Cleanup Utility\msicuu2.exe
After that just run uninstall SE from:
Right mouse click on :
...\Solid Edge\Solid Edge ST8.msi
And hit “Uninstall”
Ensure that all registry entries are gone and also installation folder on C:\Program Files\Solid Edge ST8
Afterwards just started SE installation with GUI to see if any errors appears
Do you know if these instructions from you:
At the command prompt, type msiexec /unregister , and then press ENTER.
At the command prompt, type msiexec /regserver, and then press ENTER.
are what this does:
..\Solid_Edge\V108\Solid Edge\SptTools\MSI Cleanup Utility\msicuu2.exe
Bruce, besides the above suggestions I've had some luck with running CCleaner (free version) to clean up messed/failed installs.

I had the same issue and it was Windows related more than a Solid Edge issue. MicrosoftProgram_Install_and_Uninstall.meta.diagcab fixed 3 PC's for me. It may take a while for the program to finish but my succes rate was 100%. I hope you haven't already rebuilt your entire PC.
