Clean up your %temp% folder
Make sur eyou have at least 6GB of free disk space available
Ensure that you are running as an administrator account
Temporarily disable UAC
Temporarily disable anti-virus while downloading and installing
If that still doesn't work check the %temp%/SEWebInstall.log file for errors/clues.
If still not able to install after following the above, have you changed the file associations and default behaviour for .exe files?
I'm running into the same issue. Here is the log info.

SE installation folder doesn't exist-terminating: C:\SEV107WebInstall\Solid Edge
The reason why your install isn't working is clearly stated in the provided log file:
...SE installation folder doesn't exist-terminating: C:\SEV107WebInstall\Solid Edge
For whatever reason your system is unable to extract and create the C:\SEV107WebInstall\Solid Edge folder.
Did you follow the above suggestions including temporarily disabling your anti-virus? According to the error messages something appears to have a lock on the file:
...Unpack - System.ComponentModel.Win32Exception: The process cannot access the file because it is being used by another process
