The solid edge license file is currently in use warning - Can't renew

I want to renew my academic license and I got the new SELicense file. I tried to launch the Licnese utility and I keep getting the warning "The solid edge license file is currenlty in use. Please exit your solid edge session then restart the license wizard."

 

I restarted my laptop many times and tried to launch the license utility. But, I keep getting this warning message. So I hit a dead end. Please let me know how can I renew.

Manually swap out the license files. Search your computer...

Manually swap out the license files. Search your computer for the old file and put the new file in its place. Just be sure to keep track of which is which. 

I have the same issue with the license manager despite verifying through task manager that SE is not running any sort of process
