During editing a part, how do I get the toolbar visible static.

Today,I have to keystroke Advance to get the toolbar.

I don't believe you can.  When the Design Intent UI was introduced, that eliminated much of the dependency on the Advanced Design Intent (Live Rules) panel and thus it is not shown by default.

I also think that it is as mentioned by @KennyG

 

The following question will be: "Is the toolbar necessary and/or the better user inetrface than the Design Tool window?"

 

Opinions will be differ but at the moment it seems that we can not change anyting so far

I think I got the solution . During editing, I am typing "V".

Yes, tapping V is the shortest and quickest way to put away or bring back the full (advanced) DI panel.

Also you can selectively toggle each one using SPAC or SCAP as shown in the last image on this page.
