OK, just - back in the office - tried to open Your Step file, an dI have a good and a bad news for You or maybe 2 good news:
what do You mean with "it was preinstalled on my computer?"
A step file is nothing to be installed, You have got it from a customer or from a supplier, isn't it?
You should be able to get it again and best would be as original Solid Works file

I do have the .SLDASM version of the file which is directly saved from Solid works (I have attached).
I am unable to open tis either. The error is "The file is originally saved in solidworks 2000 or lower version".
The size of the file might be because it is a small component.
The file consist of a solid body.
I tried opening the STEP file with ST8 and ST10 and also NX10
There seems to be a problem with the file, and as @hawcad mentioned it mostly consists of points and coord-sys but down towards the end are some edge and face definitions too.
Also it is strange to see that Solid Edge cannot read an older SW file but only a later version.
So as the message says, the best option would be to save as Parasolid, instead of STEP or even the original SLDASM.
I would recommend checking the version of Parasolid that Solid Edge supports for your ST8 installation.
Accordingly export that version from SW if it supports specific version export.
