I myself am a new learner. So I don´t know how to wrap a solid around another solid. Furthermore, as far as I remember, you cannot have two tangent solids, (I mean in the same part, as it will give you a zero thickness error). Anyway, I think you can do it in another way, I have attached a short video so that you can see it.
i do not that you can actually "wrap" this in SE but you will need to model it in its formed position. you could alternatively use sync and rotate the face around they cylinder.
heres a short video of using Sync... to "wrap"
be aware that the the cylinder and the recangular extrusion can not have a boolean so in my model there is .0001 gap.

Do you want the bent/wrapped rectangle part and the cylinder to be one solid or do you need a gap between them?
