inactivate assembly when opening?

At one time when opening a assembly through open. You could chooses whether to open it inactive or activate. I see you no longer can.  I typically don't open them this way. But, one of our designers trying to open a big assembly. Was showing how you could inactivate when opening and notice it was no longer available. when was this removed and why?
