With utility you can import datasets, for eg
start TC prompt
import_file -u=*** -p=*** -g=*** -f=filename -type=text(Check realname in BMIDE) -d=datasetname -item=item_id -relationType=(could be set by preferences for default relation) -revision=ItemRevision_id

You could also use PLMXML export/import. Define a transfer mode and a closure rule to import datasets.
Select Item or Item revision: Tools->Import->from PLMXML and select your transfermode to import datasets.
On a bulk import use import_file and make a .cmd to import n number of datasets. (please make sure of Item_id and Item_revision_id are not wrong)
I have a lot of file which has to be imported to respective ITEM/REV. Thats the reason i asked if there is any utility.
Even if available using UGManager, or NXOpen program i am fine. I can do that.
Just don't know where to get started.
The OOTB utilities dont have such utility. As i said you could create yourown cmd file and call it in TC-prompt.
Secondly you can design your own utility with the help of UGManager source code. create custom exe for bulk import.
