I tried to create a workflow to create 3D JT data from UGMASTER datasets.
Here are the screenshots from workflow designer.
I can create JT's with translate option in the Rich Client, but this workflow did nothing.
Is there something else I need to do?
I would request you to check if translator services are started. If still you dont get then restart your client and also the translation services. If they are not automatically started.
Did both, did not work.

please whether dispacther request has been created for this or not using Translate ->Admin console ?
If not there might issue related to dispatcher triggers.
As best practice the dispatcher services are started in this order:
Dispatcher Module -> Dispatcher Scheduler -> Dispatcher client
When working with workflow, check if you can set debug key and track the tasks. by start use EPM-attach-related-objects and collect UGMASTER as target into the workflow. if you are starting workflow with ItemRevision or EPM-attach-assembly-components define 'depth'.
Dispatcher server, module and client are started in correct order.
