It is either a configuration error or a firewall issue. Open lmtools on the server (wherever the license is installed) and click the Config Services tab. Validate that all paths are correct (including the log). Then click Start/Stop/Reread, stop the license server, wait 30 seconds, and start the license server. Then click Server Status and click Perform Status Enquiry. If there is an error then copy/paste into this thread or you can attach the log. If the license server starts without error then try disabling the firewall temporarily to test getting a license.
