The utility tcexcel_import is for importing process structures into Manufacturing Process Planner. From the short description, I'm guessing you're looking for a way to create Items, Revs, and Structure using a command line tool. For that, you should look at ps_upload.

Although tcexcel_import is intended to be used with Manufacturing Process Planner it can also be used to create items, item revisions and structures but with some restrictions. For example it can create properties only for Master forms of Items and Item Revisions but not for Item and Item Revision properties (except some of them like object_name or object_desc).

If you want to use tcexcel_import you should read the section about it in Manufacturing Process Planner guide. There are lots of examples and a detailed explanation.

For mass propety updates of newly created Items and Item Revisions, I like to use Live Excel. The only difficulty is aligning the Items listed in your excel file with the Items exported into Live Excel before pasting them en mass. Works super for small migration projects.
