Working in Teamcenter 220.127.116.11
I created a new workflow, following a document in the solution center, for a "quick release". Really simple, but now I want to test it, and I'm not sure how to get the workflow to be come available. I did check the "Set stage to Available" box.
We also have “CR_allow_alternate_procedures" set to "none", but I know we have added new workflows with this setting in the past. Problem is, the guy that did it, is on vacation this week.
Thoughts? I'm hunting the help documents as well, so any tips in that regard would be appreciated as well.

Check the Filter Condition on the workflow attributes. If that's empty, check Edit -> Template Filter. See if either of those are restricting access.
