You must do what is written in

10 J2EE Web tier installation

Install the Web Application Manager -> Installing rich client Web applications

The difference will be in your web server,
for .NET IIS is used

Addition, after installation WAM:

Created a new directory under the 'tc' virtual directory in IIS called
'otwdev' and copied the content of the
% DISTRIBUTION_SERVER_INSTANCE% \ webapp_root \ otwweb to that location.

Client Side:
1. Navigated to the new OTW URL of http: //hostname/port/tc/otwdev/otw.html to
begin the OTW installation.

2. Upon running the OTW RAC, it is noticed that the URL name is not desired.
Go back to the server and update the HTTPServerTable in INSWEB to the proper
desired name and also update the URL for the Teamcenter app server.

3. Re-run the OTW RAC, it updates and now the RAC shows the values desired.

This should allow login via the OTW RAC.

* The use of 'otwdev' is not a required folder name. Use of this name here is
an example.

After installing INSWEB and loading the OTW ICD's (for example Tc11.2.0_otw.zip), you will not need the "Web_tier" ICD's since these are for tc.war, then you can create the Distribution Server and Distribution Server Instance.

The Distribution Server consists of two processes: RMI and Distribution Server. You can run them manually in a command window or turn them into services.

The Distribution Server Instance, which is actually the 4tRAC. This is the part that you will direct the IIS virtual directory as described by @ArthurRM.
Note: you can install features but you cannot uninstall instead, delete and create again.
