How can I restart TC warm pools from bash shell?

You'll find option to restart the warm servers in your server manager console 

sorry I am not aware of bash shell....

Below is a crude way which I feel will work, in case you do not have an option to launch the server manager, assuming its not configured in the mgr prperty file, I would do this.
1. Run this SQL query by providing the pool manager machine on which warm server needs to be killed to get list of process ids for all tcservers on that machine ( this includes warm servers + assigned servers.
select process from v$session where program='tcserver.exe' and machine='XXXXXXX''
2. Get the tcserver processes id from the pool manager server (this should be ideally only the assigned servers).
3. Using excela nd pivot tables quickly filter the list of wam servers and you can kill the warm server processes
