I would like to know does EPM-check-object-properties rule handler pops up error message when not fulfilled. The Rule handler checks 17 different properties and if one property value matches the workflow should proceed further (Structure of rule handler in picture). If not then it has to pop up an Error message, but the workflow task proceeds even if the it is not matched with a warning.
Is there any solution to this issue?

I think the problem is that the quorum should be defined as an AND, not as an OR. If you have multiple property checks and the quorum is OR, then any one coming up as valid would allow the task to proceed on. If the quorum is AND, then only one invalid result would stop it.
The quorum should be OR as i would allow the task further if one of the properties is valid. If AND then all properties should be valid to allow the task further.
Out of 17 checks, minimum one should be valid to proceed the task further. As defined in the workflow designer document.
