I have an Issue. In One of our Customers Teamcenter we have set "TC_Auto_Checkout= OFF". As I unterstood, it has to work like this. "User A" checks out a Dataset, he can work, edit, save and when he finished "CheckIn" this Dataset.
My Problem is when "User A" Checks out a Dataset to reserve it (for example: to work after lunch on this dataset), but doesn't work directly with the Dataset. Now, "User B" is able to cancel the checkout of "User A".
Is this normal? or is there any possibility to change this?
I compared the ACL between old ProdSystem and new ProdSystem. I don't see any change in ACL.
It was an Upgrade from Teamcenter 10 (10.1.3.2(20150331.00)) 64-Bit to Teamcenter 11 (126.96.36.199(20180813.00)) 64-bit.
Could it be something with the Upgrade? And where would I have to look?

Firstly you should check the mentioned users are is the same group/role or not ? Because in ACL , i think so, it setted for the having same access to reach datas.

yes they are. But even one of our Experts couldn't handle this. We opened a Call at Siemens and waiting for Response.

As I answered to Alexey, it has to be something with the 11.5 Version. In TC115 it doesn't work as in the older VersionTC9.
