There is information about automatic or silent installation of TcVis patches in the read-me of the patch, which is available at the same point as the patch exe.
I think you could also run the patch exe from a command prompt with the -? switch or similar to get a usage hint.

You can create an custom batch file with the necessary details for installation (kill java,cache, etc and run the installer), Before running the installer using batch script manually provide the entry for license server and also about which features needs to be installed and then you can package it using NSIS script.
