I haven't seen that error before. Usually a TcPipeException is related to a timeout and not "Accept failed". The timeout is controlled by receive_timeout in TctpConfig.xml. Basically, the tcserver process is trying to talk to the Server Manager process when this "Accept failed" message occurs.

Can you tell us about your server/situation:
What OS are you running?
What Teamcenter version are you running?
What Java version are you running?
Is the CPU load heavy?

Hello Randy,

It looks Strange, I have not modified any of those configuration files with respect to timeout. However, the tcserver processes are getting started and terminated abruptly within a small time frame(5 to 10 seconds).

This is the syslog Message:

Teamcenter.Organization.sa at D:\workdir\tc11301_a01_win64\src\core\sa\filetickets.cxx(1264)
INFO - 2018/06/06-07:33:56.615 UTC - LapcyPro12.13920 - Teamcenter Server is ready. - Teamcenter.SOA.tcserver_itk_main

ERROR - 2018/06/06-07:33:56.870 UTC - Thread-13920: - TctpServer failed to accept a TcPipe on the named pipe tcserver3@PoolA@7012@LapcyPro12. acceptPipe failed- Teamcenter.SOA.Tctp

Please find the details below.

What OS are you running?

Windows 10 PRO
What Teamcenter version are you running?

Teamcenter 11 (11.3.0.1_a01_1(20171020.00)) 64-bit

What Java version are you running?

JRE Version: 1.8.0_121 64-bit
Is the CPU load heavy?

No, it seems normal and I have around 5GB of free RAM space available. Total RAM Capacity is 12GB.

Does this issue has anything to do with the OS

The pool manager is designed as a server process and not a client so Win10 is likely the culprit. Why install directly on Win10 when you have Hyper-V for free on Win10? My recommendation is to install the Hyper-V option and create a WS2012 vm that holds the DB, .NET Server Manager and IIS for the .NET WebTier. Then run your VM and RAC 4t on Win10. I do this myself.
