Viewing PDFs in the web client TC8.3 as admin is working fine.
If I try as non admin user to open a PDF via "View" I will get the "save as" pop-up for the "*.vvi" file. To open the PDF I have to click on the name and open the PDF_reference...
This problem seems not be be workstation related.
I also tried to give the non admin user "dba" rights but it won't open directly.
Do you know this problem? Are there some settings / privileges to be adapted? Group standards?
In case you need some screenshot or further information just let me know.

I've got an similar problem with TC10.1. The fix here was to reinstall the Adobe Acrobat (in our case Version 11) Maybe this will help you.

I found a solution to this problem:
In my company we do not use the Teamcenter Visualization.
But in the options in the rich client the command "Open in Lifecycle Visualization" was set to "yes". That's why I received the pop-up of the *.vvi.
If not set the PDF will be opened in the embedded viewer.
