You can work at SEEC corectly ? Crating new items, check-in and check-out ?
If Yes first try reset Your SE profile (clean %APPDATA%\Roaming\Unigraphics Solutions\Solid Edge - You must check out all objects !!, clean registry HKEY_CURRENT_USER -> Software -> Unigraphics Solution ), and reset computer.
Try reinstal SEEC on You station, and be sure that You have the same version MP on SEEC, SEEC administrator and SE.
