I mean if a user is allowed to modify a 3D CAD file (NX) of a revision, it should be allow to replace the JT file even if the JT file is made by other group user, but the design group users aren't allowed to replace the JT files created by infodba for example. Is there a reason to not allow to overwritte JT files made by infodba?
The infodba account is treated differently from others in the Teamcenter ecosystem. Anything created by infodba is treated as a system object and is subject to a higher level of protection than objects created by other users. It's unusual to create JT files with the infodba account for that reason.
@ardenb is right. If it is needed to modify the NX data (JT) then you can request the infodba user to transfer the ownership of the that particular data to a user of design group.

Trasfering the ownership to design group didnt allow to design users to replace JT files. TC keep JT file created by info dba and create another JT file created by the design group user.
