You have a rich application client interface. It could be either 2tier or 4tier. A 2tier RAC will keep the log local to the machine running the application. A 4tier RAC will keep the log on the server. The path to the log file is listed in Help > About > More information
You will see something similar to what I have below.
In my case, I have a 4tier RAC. The "Host Name" tells me which machine the log resides on and the "Log File Name" shows me the path on that machine to the log which includes the log name. You can give the admin a screenshot of your Help > About > More information window and request they send you the log (if you don't have direct access to the machine).
Some really smart Admin's redirect the log files to a location that has read access by "Authorized Users" so that users can grab there own log file if there is an issue.
