I'm using Teamcenter 11.3 and have four user who use the workstation to access Teamcenter however only one user is able to access TeamCenter all others receive this error.
Unable to download the client cache files. Please check with system administrator about the files in volumes. The Rich Client is logged in in skip client cache mode.
This can be due to multiple issue.
Try deleting the cache, kill the java, If the client has multiple environment please check if the fcc.xml has least priority set for the environment which you want to open.
This can occur, if you use "switch user" instead of "log off" and several TC clients are running on the same machine simultaneously. Try to set env variable FMS_WINDOWS_MULTIUSER=true
