I'm unable to login to Teamcenter which is installed on my machine. DB Server and client is installed on same machine.

Look for the file in the volume and if it doesn't exist then create it. You may go through this cycle a number of times (14?) with different file names (all *.bin) before you are successful. Basically, the lang files Tc needs are missing (probably from a custom bmide template deployment) and by creating empty text files with the same name then Tc is able to proceed.
E:\TC\Siemens\volume\dba_596857ba\094800_unk_ff3049k72oz3l.bin
(Tip: use your TcRAC log to copy the file path/name to prevent typos. C:\Users\<os_user>\Teamcenter\RAC\<genxml_datetime>\<username>_TcRAC_<session_datetime>.log)

Thanks Randy for the reply. the reported file is present at mentioned location. Still I'm getting same error.

Can you attach your TC_ROOT\fsc\FSC_*.stdout?

The FSC is reporting that it cannot find this file:
File not found 'volume 00ec5968a50f8e2cf5a3(E:\TC\Siemens\volume)dba_596857ba\0948000_unk_ff3049k72oz3l.bin

If the file does exist in the volume then it must be a permissions issue. Ensure that all the files in the volume are owned by the user running the FSC service.

did you try to running bmide_setupknowledgebase utility and then restart server.

Sometime during wrong BMIDE deployment may lead to this issue also. otherwise as Randy said must file missing case from volume.

I tried but.. I found the Model.xml file is missing from TCdata model folder. 

 

How can I get the model.xml file ?

Sometimes a failed deployment can result in the DB schema and files in TC_DATA becoming out of sync...

 

1. Set the environment variables PASSWD and TEMP_WORKING_DIR

2. Copy all of the template files into the temporary directory:

set TEMP_WORKING_DIR=C:\Temp\CompareDB
set PASSWD=infodba
copy %TC_DATA%\model\*_dependency.xml %TEMP_WORKING_DIR%
copy %TC_DATA%\model\*_template.xml %TEMP_WORKING_DIR%
copy %TC_DATA%\model\lang\*_template_*.xml %TEMP_WORKING_DIR%\lang
copy %TC_DATA%\model\master.xml %TEMP_WORKING_DIR%

 

3. Consolidate the template files:

%TC_ROOT%\bin\bmide_consolidator -dir=%TEMP_WORKING_DIR% -file=model_consolidated.xml -consolidate=all

 

4. Extract from the database:

%TC_ROOT%\bin\business_model_extractor -u=infodba -p=%PASSWD% -g=dba -outfile=model_extracted.xml -mode=all

 

5. Compare templates vs. database:

%TC_ROOT%\bin\bmide_comparator -compare=all -new=stage_model_extracted.xml -old=prod_model_consolidated.xml -delta=check_delta.xml -log=compare_model.log

%TC_ROOT%\bin\bmide_comparator -compare=all -old=model_extracted.xml -new=model_consolidated.xml -delta=check_delta.xml -log=compare_model.log

 

6. Rename the extract.xml file to model.xml and the lang\extract_lang.xml file to lang\model_lang.xml. Replace your TC_DATA\model\model.xml and \lang\model_lang.xml files with the new ones just created. Run the following in a TC cmd prompt:

%TC_ROOT%\bin\manage_model_files -u=infodba -p=%PASSWD% -g=dba -option=upload

Just set TC_CLIENT_CACHE=1 as env variable or in your portal.bat and it will solve your issue
