Has anyone else seen this message when attempting to "Load in Catia V5" from Teamcenter 11 SER 4? Since the Teamcenter update, I have not been able to access Teamcenter until recent; had to wait for administrator to load Teamcenter SER4 updates.

This is catia integration message display when socket port of TcIC is pre occupied by another process.
In your case some other process is already running and this is reason you have this message.
Good to check
- if you TcIC correctly deployed, Server/client/FB Template
- check if your TcIC version is compatible with Tc11.4
