The lib-root warning is not relevant.
You said, if you stop some services, RE works.
What services are these? I'm not aware of any service that prevents a start.
If you would NOT have told us, that a service is causing your problem, graphics would have been the first guess, pointing to the problems cause.
General comment: GeForce cards are a bad choice for any OpenGL based application.
Integrated Intel graphics is better. NVidia Quadro is the recommended choice (or AMD FireGL).
NVidia wants to sell expensive professional cards, so the GeForce-driver has an artificial performance cut.
But this should not be the cause for a crash.
After you are sure your GTX has the newest drivers installed, you may open RE (using integrated graphics, e.g. by starting Windows in safe-mode) and set
F6-Options>>Performance>>OpenGL acceleration level
to the lowest value.
Close RE and restart Windows normally.
Now RE should start.
You can now increase the OpenGL acceleration level again until RE is crashing again.
Then you will know what OGL-level starts causing the problem.
